Malcolm Tan Ban Hoe

Malcolm has been with the Scouting Movement for over 30 years, starting as a Cub Scout in Francis Light School, Penang, Malaysia. As a student leader in the Penang Free School (PFS), he served in various capacities including Chairman of the PFS Combined Scout Council, Chairman of the PFS Rover Crew, and Assistant Senior Scout Leader.
He has served in various positions in the Singapore Scout Association, including Asst Venture Scout Leader, Venture Scout Leader, and Area Commissioner. He was also an Elected Member of the Scout Council. Malcolm is also active in the Singapore Scout Guild where he is currently the Assistant Secretary, having served the maximum 6 terms as Vice-President. He is currently the Rover Scout Leader of the St Joseph’s Pelandok Rover Crew.
Scouting is his heart and soul.

Joined the 10th St Andrew’s (Star) Group in 1953. Was Troop Leader of the Pegasus Troop and received the First Class Badge from Canon R.K.S. Adams in 1956. Became a Queen’s scout in 1959.
Spent many memorable years as a Scout Leader in 2501 (St Andrew’s), 2502 (Willow Avenue Sec) and 2515 (Thomson Sec ) Scout Groups in Toa Payoh District. Was DC of Toa Payoh District (1975 – 83), VSC (1992 – 93), AVSC – East (2002 – 04), DAC – East (2005 – 06) and ACC – Northeast (2007 -09). Currently ACC (Membership).
Received the Woodbadge in 1968 and attended the National Trainers’ Course in 1974. Attended 3 Advanced Courses (Cub, Scout, & GSL/Com) at Gilwell Park, United Kingdom, in 1975. Was a Training Team member from 1975 – 81.
Always believing in the out-door life and adventure, have led 4 expeditions to Mt Ophir, 2 to Mt Kinabalu and helped to organise 3 round Singapore Island canoeing expeditions in the 1960s and 1970s.

Steven Ang is currently holding the appointment of Asst Chief Commissioner (Membership Growth) assisting the Chief Commissioner in implementing various membership growth strategies.
Prior to this, he was the Asst Chief Commissioner for Northwest Area covering Yishun District, Bukit Timah District and Bukit Panjang District. Mr. Steven has previously held various appointments such as Asst East Area Commissioner (Sea Scouting) and District Commissioner (Mayflower District). KC started scouting in 1983 with Victoria Arrow Scout Group. Since then, he has taken up various roles such as Assistant Scout Leader, Assistant Cub Scout Leader, Venture Scout Leader and Assistant District Commissioner. In addition to his appointment of Assistant Area Commissioner for Area South, he is also the Assistant Group Scout Leader of Victoria Arrow Scout Group and a Assistant Leader Trainer with the Singapore Training Team.
Through scouting, KC is able to interact with others of all ages and backgrounds. His passion for scouting is also due to the fact that it enables him to teach others and more importantly to learn from others at the same time. He believes that there is so much to learn in every activity that he take part in. Scouting is an ever-learning, self-development process.
KC has managed to apply those learning in his family life and work life alike. At work, he manages a team of 30 engineers. In addition to applying management skills he has acquired through his MBA, he has also applied the Scout Method like small group organization and learning by doing in his day-to-day work.

He is frequently seen around The Singapore Scout Association, a place he calls his second home.

Yee Heng was invested as a Scout in Year 1991 and as a youth member received the Pengakap Raja (King’s Scout) from Persekutuan Pengakap Malaysia (PPM) in Year 1996.
Subsequently, he held positions as Assistant Scoutmaster (ASM), Scoutmaster (SM), Perak State Rover Crew Vice Chairman, Training Team, King’s Scout Standardizer with PPM from 1997-2000.
He then joined up as Assistant Scout Leader (ASL) with The Scout Association, UK from 2000-2002. Achieved Woodbadge award from UK in Year 2002.
Later, he came into the Singapore Scouting circles in 2008 and was appointed as the Area Unit Development Commissioner (Southeast) in 2009. Most recent appointment of which being District Commissioner for Katong District and as a member of the Singapore Training Team.
Being a King Scout, he later signed up and became a member of the Association of Top Achiever Scout (ATAS-World) in year 2008. Yee Heng’s current key interest lies in the research of Scout Programme worldwide, Top Scout Awards, British Pre APR badges programme schemes and badge progress systems for the entire NSO.
Yee Heng is affiliated with the Institute of Electronics and Electrical Engineers (IEEE) UK and the Automatic Identification and Data Capture (AIDC) USA.
In the professional line, he currently takes up the jobscope of Regional Sales Manager for US MNC dealing with Data Tracking System.

Eugene Sim

Eugene first invested as a cadet scout in 1981. As one of the members in the pioneer batch of Jurong Screaming Eagles (1985), he has since then taken up multiple leadership positions within the group such as Troop Leader, Assistant Scout Leader and Venture Scout Leader.
In his long service towards the Scouting scene in Singapore, he has led contingents to Jamborees, chaired many District, Area and National events and yet with his impressive record, he still goes out of his way to his services to budding scout groups.
He was then appointed District Venture Scout Leader in 2007 and later on took over the mantle of District Commissioner (Jurong).
Eugene believes strongly in the usefulness of the Scout Method and constantly employs it in his service towards his group and the District.

Ong Shun Hua

The year 1996 marked the beginning of Shun Hua’s Scouting Journey. At the age of 10, Shun Hua joined Pei Chun Eagle Cub Scout Troop as a cub scout, under the leadership of ‘Skipper’ Chong Teuck. During his Cub Scouting days, he achieved the Gold Arrow standard, and was appointed as the ‘Sixer’ of Blue Six, leading a small patrol of 6 boys in the Troop.
Shun Hua did not join the Scout Unit at The Chinese High School, where he was a student from 1999 to 2002. Driven by an interest in Athletics, he joined the Track and Field team instead, co-leading the team to victories at the National Schools competition between the years of 1999 to 2002. However, the sense of loyalty imbued upon him by Cadet Scout Leaders during his cub scouting days, led him to decide to return to Pei Chun Eagle Cub Scout Troop as a Service Scout in 1999, and eventually as an Assistant Cub Scout Leader up till the year 2005, before his enlistment into National Service.
The early leadership exposure and the experiences of the challenges encountered during his instructorship at Pei Chun Eagle Cub Scout Troop since the age of 13, gave Shun Hua an edge over most of his peers in the army, be it in skills of knottings, drill discipline, or problem-solving, decision-making and ability to lead.
In the year 2007, Shun Hua was appointed as District Leader (Cub Scouting) for Toa Payoh District, Central Area. Under the guidance of then-District Commissioner, Mr Lai Kwok Chin, Shun Hua’s contribution led to the successful planning and execution of various events like Sixer Training Course, Central Area Camp, as well as a wide array of events and competitions that help to build the cub scouting movement and foster greater cohesion amongst the cub scout units in the District.
Having made significant contributions at the District, Area and National activities level, Shun Hua was eventually appointed into the Commissioners’ Council, as the District Commissioner of Toa Payoh District at the beginning of year 2010.
At present, Shun Hua is a final-year undergraduate, majoring in Chemical Engineering at the National University of Singapore.
