Malcolm has been with the Scouting Movement for over 30 years, starting as a Cub Scout in Francis Light School, Penang, Malaysia. As a student leader in the Penang Free School (PFS), he served in various capacities including Chairman of the PFS Combined Scout Council, Chairman of the PFS Rover Crew, and Assistant Senior Scout Leader.
He has served in various positions in the Singapore Scout Association, including Asst Venture Scout Leader, Venture Scout Leader, and Area Commissioner. He was also an Elected Member of the Scout Council. Malcolm is also active in the Singapore Scout Guild where he is currently the Assistant Secretary, having served the maximum 6 terms as Vice-President. He is currently the Rover Scout Leader of the St Joseph’s Pelandok Rover Crew.
Scouting is his heart and soul.

At the current time of writing, Lian Kwee holds multiple appointments such as District Leader (Bukit Panjang), ASPIRE Examiner, President’s Scout Award Projects Coordinator (Venture Council), Assistant Group Scout Leader (Bukit Panjang Eagle Scout Group), Rover Scout Leader (BP Rovers (OPEN)) and Assistant National ICT Commissioner.
He first came into contact with Scouting in his secondary school years and held positions such as Quarter Master and Senior Patrol Leader. At the age of 16, he was promoted to Assistant Scout Leader. Since then, he has opened a Venture Unit and a Rover crew while training leaders to take up leadership positions.
An avid gamer and somewhat of a geek, he finds it interesting how Scouting as being so outdoor based still manages to blend in so well into his life. In his limited free time, he likes to play iGo (or sometimes referred to Go), take photographs or most of all to read and enjoys a wide range of books from fiction to philosophy.
His Scout name Kotuko was given by a good friend whom he deeply respects.

Formerly a Brownie and Girl Guide, Jacqueline took a brief plunge into Scouting while assisting a unit in Sydney, Australia in 2001-2002.
She then served in the UK as an Assistant Cub Scout Leader with the London City of Westminster District (where her Group had the distinct honour of celebrating the 2007 Centenary at 10 Downing Street-turned-adventure-centre with Tony Blair!) prior to joining the Singapore Scout Association in 2009.
Aside from her national appointments, she also currently runs the Thomson Community’s Colugo Scout Group (Open) as Assistant Group Scout Leader.
Nature hiking, interpretive guiding, wildlife photography, and reading of philosophical and socio-political literature are her other passions. When asked to explain her accent, she points out that she is “originally from Hong Kong”, but it usually fails to satisfy.
Madelene Seow

Madelene took up the appointment of Senior Executive (Programme & Events) effective from 15 October 2010.
She coordinates and organises national programmes & events efficiently. She liaises and attends meetings with the various Government Agencies to give feedback on youth programmes and co-ordination of youth participation in national campaign courses and youth related activities/events such as National Day Parade, Singapore Youth Festival, Singapore 2010 Youth Olympics Games, National Camp, Remembrance Day Ceremony, National Heritage Trail, Total Defence, National Resilience and etc.
She gives advice on youth programme policy, procedures, finance matters, admin and logistics support to the National Programme Council and the various Sections & Heads for the Cub Scouts, Scouts, Venture Scouts, Rover Scouts, Extension Scouts, Scouts of the World, the World Scout Environment, National Youth Achievement Award, Frank Cooper Sands Award and etc.
Madelene first contact with Scouting came as a Brownie in her Primary School days. She was in the National Police Cadet Corps in her Secondary School days. In 1987, she joined the Singapore Scout Movement and later was invested as a Rover Scout in Todak Rover Crew from 1988-1990.
A trained HR Professional, she has held appointments in the Singapore Scout Association and served diligently as an Assistant District Commissioner (Tampines) in 1999, District Commissioner (Katong) from 2000-2005, National Cub Scout Commissioner from 2002-2008 and Cadet Leader Trainer from 1998–2007 and as well as a professional Guider in the Girl Guides Singapore.
Married to an experienced Scouter and blessed with two beautiful daughters. Madelene enjoyed travelling, camping outdoors, music, reading, cooking and sampling new foods in her spare time with family and friends.
She is a huge fan of Korean and Taiwanese Dramas and enjoys listening to the latest Pop music.
